Infrastructure-Led Innovation Redefining Coastal Growth

The next 12 months will bring the most visible phase of this growth and activity in this vibrant new city. Construction of two new projects, HQ Sibaya, which consists of premium commercial office space, and the luxury Hertex Haus, begins in August 2026. The new retail centre Reefside Lifestyle and Leisure, which provides home and lifestyle brands alongside restaurants, opens on the 1st October 2026.

These projects are supported by roads, bulk services and construction-ready platforms. Together, they are turning Sibaya Coastal City into a regional destination with the scale to attract investment, create employment and draw visitors. According to Devmco Group Managing Director Schalk Theunissen, the opening of Reefside Sibaya and completion of the final infrastructure, shows how far the precinct has progressed. “Together, they mark the point where Sibaya stops being a masterplan on paper and becomes a place you can drive through, walk around and spend a Saturday morning in,” says Theunissen.
Reefside Lifestyle and Leisure will be anchored by the prestigious brand of Weylandts and 21 other tenants, while further premium brands such as Porsche are moving into the node. This shows the confidence in the growth of Sibaya, as a new commercial hub in KZN. Devmco is also designing a mixed-use project, with plans for 3 luxury hotels, a conference centre and high-end retail projected to break ground before the end of the year. The established estates around Sibaya are central to this growth. They provide a residential catchment that supports new retail, commercial and lifestyle investment, while the expanding amenity base strengthens the appeal of those estates.
For homeowners and buyers, the value is not only in the properties themselves, but in the infrastructure and services developing around them. With security at the forefront of this privately managed precinct, new retail, public spaces, offices and hospitality uses are creating a more complete living environment and reducing the need to travel to Umhlanga or Ballito for services.

Construction activity has supported thousands of direct and indirect jobs across civil works, building trades, materials supply and logistics, with the workforce drawn from the broader eThekwini area.
Local procurement and subcontractor development programmes are also supporting skills transfer and opportunities for emerging businesses. New parks, landscaped streets and pedestrian routes are improving connections between residential and commercial areas. Located 10 minutes from King Shaka International Airport, Sibaya sits within one of KwaZulu-Natal’s strongest residential growth corridors. Over the coming year, the measure of Sibaya’s growth will be visible in openings, construction and trading activity. The result will be a more connected major regional node, stronger surrounding estates and a growing base of jobs, investment and long-term economic value.
